Summary of 2020 implemented activities of the project ENGINE

A year ago, on January 23, 2020, CLEANTECH LATVIA received contract with the European Commision delegation in Uzbekistan for the implementation of the project “Capacity building of industry associations serving engineering companies in Kazakhstan and Uzbekistan” in the framework of Central Asia Invest V grant program Boosting Small Business Competitiveness.

Looking back, we can proudly say that, despite the rise of the global COVID-19 pandemic, we have worked hard and adapted most activities to remote format!

Summing up, in 2020 we have had:

  • 3 face-to-face events:
    1. on February 04-05, 2020 all project partners got together for the first time to discuss the implementation of the project, shared responsibilities and planned the next steps for successful lift off of the projects;
    2. on March 10, 2020 a project kick-off event was held in Tashkent, Uzbekistan, which was attended by representatives of Delegation of the European Union in the Republic of Uzbekistan, as well as the Ambassador Extraordinary and Plenipotentiary of the Republic of Latvia to the Republic of Uzbekistan;
    3. on March 12, 2020 in Nur-Sultan, Kazakhstan, partners meeting took place, where project implementers discussed various organizational matters.
  • Cycle of 6 online seminars “Sharing the best practices of civil engineers’ certification” on civil engineers’ certification with various experts from Latvia:
    1. The first seminar was held on September 16,2020, discussing the experience of Latvia with Director of Construction Policy department of Ministry of Economics of the Republic of Latvia, Deputy head of the Construction Engineers Certification Center of the Latvian Association of Heat, Gas and Water Engineers, as well as the 1st certified civil engineer in water sector in Latvia.     2. October 7, 2020 – “Increasing the qualification of certified engineers” with Managing director of CMB Engineering Competence Centre Ltd. Recording of this seminar can be seen HERE;
    3. October 28, 2020 – “State digital system of unified management of construction process” with Head of Construction Information System Development Department State Construction Control Bureau and Director of Construction Policy department of Ministry of Economics of the Republic of Latvia.     4. November 04, 2020 – “Expert network and required experience to support quality control in certification process” with Head of the Certification Center, Latvian Union of Architects. Recording of this seminar can bee seen HERE;
    5. December 9, 2020 – “Professional associations’ role in the mediation and quality control of engineers work” with Managing Director of Latvian Union of Civil Engineers;
    6. December 21, 2020 – “Professional associations experience of management of Latvian association of water supply and sewerage enterprises” with associations’ chairman of the board and member of the board.
  • 52 weekly ZOOM calls between project implementing parties to discuss the progress of the project, plan further activities, discuss organizational matters and solve various questions;
  • 2 market researches:
    1. Kazakhstan Association of Water Supply and Sanitation Enterprises of the Republic of Kazakhstan “Kazakhstan Su Arnasy” carried out comprehensive analytical market research “Participation of SMEs in solving problems of the water sector economy, emphasizing water supply and sanitation sector and improving the quality of services in it” to determine the strategic development directions and current capabilities of AKSA.
      Development of a competitive environment for MSMEs in the water sector of the Republic of Kazakhstan, can increase the potential of engineering and manufacturing organizations through the growth of professional competencies of specialists. Development of proposals for building a system of personnel training and advanced training of personnel, schemes for organizing educational services and a set of tools to support MSMEs.
    2. Uzbekistan UZACE is preparing a comprehensive analytical and economic research of the engineering and design services market to determine the strategic directions for the development and development of the capabilities of the Association of Consulting Engineers of Uzbekistan, to identify factors hindering the growth and development of MSMEs and identify support tools to ensure their growth.
  • 9 capacity building workshops of industry associations serving engineering companies in Kazakhstan and Uzbekistan with the main objective to:
    1. strengthen the role and competence of Central Asian professional associations in their ability to support and offer their services to MSMEs, to influence policies in their interests, in order to increase the competitiveness of MSMEs in the domestic and international markets, to help build the professional capacity of entrepreneurs in order to stimulate job creation and the development of MSMEs;
    2. maintain and develop the competencies and structure of the Associations to provide training and skills development for their members;
    3. improve managerial, business and technical skills of MSMEs and individual engineers through capacity building programs.

As a result of capacity building workshops, both associations developed action plans for SMEs growth and strategic development plan for the 1st year.
Association of Engineers -Consultants of Uzbekistan developed also institutional framework.
